The European Union said that it might wrap up accession negotiations with Romania by the end of November, earlier than most diplomats expected.
"
It is my very strong belief that it is not only possible, but necessary, to conclude negotiations with Romania before the end of the month," EU Enlargement Commissioner Guenter Verheugen said after talks with Prime Minister Adrian Nastase.
"Romania has made some good progress over the last several weeks," Verheugen said.
"I am optimistic that we will be able to resolve the outstanding technical issues soon".
Romania and Bulgaria expect to join in 2007, but the EU may delay their membership by one year if the countries fail to implement pledged reforms.
